Department of General Administration

    Municipal administrative body issues decisions pertaining to change of name, subsequent birth, death or marriage registration, and corrections in the said registries.

    Citizens may gain insight into the voter register on a daily basis upon production of their identification card. Municipal administrative body issues decision on entry in or deletion from the voter register. 
  • Protocol and archive (ground floor, hall 1)
  • Certification of transcripts, signatures and manuscripts (ground floor, hall 1) 
    Certification of transcripts, signatures, and manuscripts is done at the certification counter. Client needs to present the original document for inspection and submit at least two photocopies, one of which is to remain with the municipality. All certifications are entered in the registry. 
  • Registration of marriages and births (ground floor, hall 2) 
    Marriage certificates, birth certificates, and citizenship certificates for persons born after 1 January 1980 are issued immediately.  Marriages are scheduled upon submission of the birth certificate, citizenship certificate, and valid ID card. Marriages are conducted on Saturdays and Sundays, as well as on week days. Upon client's request, and with approval of the municipal administration, marriage may be conducted outside of the official municipal premises. 
  • Registration of deaths (ground floor, hall 2)
    Clients report deaths directly to the registration officer. Client is to submit death certificate and ID card of the deceased. On client's request, registration officer may initiate the legacy claim procedure. 
Citizenship and birth certificates (ground floor, hall 2)  
Birth certificates and citizenship certificates for persons born after 1 January 1980 are issued immediately.

Department of Communal and Housing Affairs and Protection of Environment  

Office for construction and housing affairs implements the regulations and monitors the situation in the field of housing affairs, permitting, and supervision of construction licensed by municipality. 
Office for communal affairs and the protection of environment:

  • Communal services inspection

  • Inspector for the protection of environment
 

Department of Urban Planning

  • Participates in creation of municipal spatial plan and urban plans   
  • Issues decisions on urban planning requirements
  • Issues excerpts of urban plans
    Excerpts of urban plans are issued based on urban plans made in accordance with the Law on Planning and Construction, which meet the requirements for connection to traffic and communal infrastructure and other regulated conditions. 
  • Verifies urban planning projects and organizes their public presentation
  • Issues construction permits
  • Approves applications for commencement of works
  • Approves applications for works that do not require construction permit, according to the Law on Planning and Construction
  • Issues written certificates of conformity of constructed foundations with the main project
  • Issues usage permits for facilities that require construction permits  
    (Until further notice, usage permits are issued at the Department of Communal and Housing affairs due to spatial limitations at the Department of Urban Planning.)
